Is this the whole floor or just drips from painting the walls?
If it is drips and it was latex paint hot water and detergent with a scrub brush should do the trick. Or you can saturate it with cooking oil, let it sit for a day to absorb then wash with detergent.
If it is the whole floor check out tool rental at Home Depot. They have a power tool specifically for paint removal on concrete.
