depends what you are painting and why... a mural will need a primer...
If you go to home depot paint section there is paint that is better for concrete...
Kilz is good for say...basements...it repels mold. Outdoors, you might want to use an oil based primer.

YOU CAN GET CEMENT PAINT. DEPENDING ON THE SIZE OF THE AREA YOU CAN ROLL IT OR BRUSH IT ON. I HAVE NEVER SPRAYED IT, YOU COULD ASK A PAINT PERSON AT THE PAINT STORE.
