There is a purpose made paint that does the job. Ask at a big DIY store or a specialist paint supplier. I painted some shabby bricks terra cotta and it was very successful.

What kind of paint should I use to paint concrete bricks to be used in the garden and lawn?
You can purchase a masonry paint @ Home Depot or Lowe's that is made for areas/materials exposed to wet areas/nature's elements.
