Rocks. I know that sounds weird, I've seen pools with rocks that were like glued together with cement and placed at the bottom of the pool like a floor. They're really smooth and colorful.

A friend of mine has a resin and pebble surfacing material called ';Tahoe Blue.'; It looks amazing! May be you could go to a swimming pool company and look as surfacing material samples.What can you cover the bottom of a concrete pool with besides paint?

there are some colored, water proof epoxies that work well
