Can you paint a wet concrete area, if yes,then what kind of paint do I need?

I have a small wet area near the drainage in the basement, I just purchased a dehumidifire last week, I'm planning to sell my house, but this small area is wet as well it shows white marks on the concrete and some area of concrete is coming off with little small peices of concrete, please advice me, thanks in advance!Can you paint a wet concrete area, if yes,then what kind of paint do I need?
Even paint specifically formulated for concrete will not stick to wet or damp concrete. Concrete is porous so water in it will cause the bond between paint and concrete to fail.Can you paint a wet concrete area, if yes,then what kind of paint do I need?

there are several products to fix this. garage floor paint,or appoxy applications i would do the entire garage floor with the appoxy as it will give you a better return for the sale of the house. $200 to fix this will give you $1000 improvement on the selling price. Rustoleum EpoxySheild is the name of this product. just remember you have to dry the area before applying any product.
