There is a product called Goof Off it works well to remove the paint. You will need a metal brush to rub out the spot. Also you can try Coke it removes a great deal from a concrete floor. Use it to clean all of floor. lacquer thinner will work, let it soak for a minute thin scrape it off with a putty knife and wipe off whatever remains.
muradic acid use rubber gloves and safty glasses scrub with hard brush or wire brush wash off with water
You can try a pressure washer from your local rental store.If that don't get it sandblasting will.Chemical removers can be bought at automotive stores or hardware stores.
Use OPPS or Goof-Off. Can be bought at any place they sell paint. Works really well and FAST
a sandblaster with playsand is an easy and cheep way of doing so you must have a air compressor and a cheap sand bklaster kit you can buy at home depote about 20.00
