I sprayed my basement walls with concrete paint.It peeled off and the walls are flaking again, now what?

Before it's said I did clean the walls and brushed them and used the shop vac on them.I sprayed my basement walls with concrete paint.It peeled off and the walls are flaking again, now what?
first are your walls concrete block and if so are they below ground? if they are you are probably getting water pressure from the back side of the block, but don't worry this is somewhat normal and can be fixed. First go ahead and get the rest of the paint off the wall and then clean it real well. preparation in painting is everything my friend, and off-hand, I'd say you failed there. Don't know what your walls look like, if they have ever been painted before, or humidity issues in your basement. I would recommend using a sealer, tinted to your finish color before doing anything else. The sealer will be your primer.
Try one of the well known brands at Lowes or Home Depot like Dry Lok or DAP. If that doesn't work there may be a foundation issue that is making the walls, and the paint on them, crack which would cause the paint to peel.
It could be that efflorescence is forming on your walls, which is basically a white powder caused by moisture coming through the walls. Wire brush this off, then clean the walls again, and apply a product like UGL DryLock.
It sounds like you have dampness in the cinder blocks. You will need to scrape off all the flaking paint then put a good waterproof sealer on the cinder blocks then you should be able to paint over the sealer
it sounds like you for got to go over it with a clear coat sealer so next time after the paint dries go over it wit ha clear coat.
