Cure time on concrete is about 30 days on average. Until that time, it will release moisture. After it has cured, the floor must be primed, then you can apply a concrete paint. Etching is usually only required when you apply something over concrete so that the two similar or dissimilar substances will bond together. hhmmm yeah i would seal it first or you will be using A LOTTTT of paint or primer whatever u are using...
Because the paint will soak in the concreat and wont be very good looking or you may not even see a different color..so then u would have to put on lots of coats and that would take forever and a lot of money, so seal it first then paint it.
i would seal it first then paint it with a heavy duty floor paint (if it's a concrete floor) it will need 2-3 coats for a decent finish
