Since your floor is concrete I'd suggest that you get a concrete paint at your local home improvement store. It's meant to bond with the concrete and will hold up for quite a while. Stay away from concrete stain.
Make sure the concrete has been thoroughly cleaned and is dry before you start.
To paint your pattern, paint the light color first and then accent with the darker.
First, use a sealer, like Kilz. Then cover that with the paint of your choice. A two part epoxy paint made for concrete would suit you just fine.
