Buy TSP (I think that stands for trisodium phosphate) at any paint store. It is a white powder that often comes in a 1 pint milk carton and is cheap. Mix with water according the to directions, pour it on the paint stain, let stand and scrub off with a stiff brush.
Be sure to read the directions on the carton. This is powerful stuff if you mix it strong.How do you get paint off concrete?

I'm assuming this is rough concrete outdoors?
Jasco or KleenStrip Paint Remover. I went through misery trying to get adhesive off smooth concrete, and finally tried Jasco's products.
Apply to paint, it will be loose in 15 minutes.... Scrape up what you can with a scraper, then use a stiff brush and soap and water and wipe up with old rags, rinse, and it's a done deal. I'm assuming this is rough concrete outdoors?
The more natural product - Citrus Strip, takes hours and it's slimy and feels like it will never clean up. Same VOC as Jasco, so I couldn't see what was better about using something greener, although I would always prefer to use something less toxic.
