I'm trying to repaint an old concrete porch. I've heard I should use a power washer or chemicals. Does anybody know how to do it properly?

Muratic acid (ask for it at the hardware store). Pretty toxic stuff, will kill plants, be careful, but it works. Better way is a pressure washer!

power washer would be the best choice, just get one with a high PSI.
a power washer should work but if not try this aerosol can called chizel...unsure of the sp. but its great
sand blast will do the best job, hire one for a day and bingo, make sure you protect windows etc.

I've been restoring an old home for the past 12 years now and I've found a tremendous product originally created for the Smithsonian to remove paint from a variety of aged and fragile surfaces. PEEL AWAY has been advertised commercially over the past few years so it may be available in your area, but when I got it I had to special order it. Please check out this website and see what you think. I debated for months before buying it because of the cost (and in the meantime wasted alot of time, money, and elbow grease trying just about everything else on the market). When I finally got a gallon tub (for about $45-50.00 THEN about 8 years ago) I was really pleased with the paint that easily rolled off of wood, steel and concrete surfaces. I still have some left! I used it in the Fall and it worked pretty good!

A combination is best. Use a water based paint stripper to loosen the paint, then use a pressure washer with a medium spread tip to remove it. You will also expose some aggregate with the pressure washer which gives a more interesting look to the concrete. If you are going to repaint, scrape the existing paint, use a good quality primer, and repaint.

DETERMINE WHAT KIND OF PAINT YOU ARE TRYING TO REMOVE THEN GO PICK OUT ONE AT A PAINT STORE BY READING LABELS AND TALKING TO CLERK. IT WILL BE NO BIG DEAL.
