I am trying to get this paint off the steps on my house and already try paint thinner, pressure washer and scraper and got maybe 60 percent off. My problem is the other 40 percent are hard to get off and been trying hard to eradicate it. Any suggestions would be helpful.How to get 30 years old paint off on concrete steps?
After 30 years, the paint if thoroughly entrenched in the pores of the concrete. You now have two options: carefully sandblash or apply a skim coat of concrete resurfacer on the old concrete. Good luck!

This is what paint stripper is for. Use an old, or cheap brush to apply a coat of stripper, and try to keep it from drying by reapplying periodically. Check the progress every so often by scraping to see if it has lifted the paint. when you think it has softened the paint sufficiently, use a pressure washer to remove the stripper and hopefully the rest of the paint. There are always stubborn areas the will require extra effort, repeat as necessary. Use caution when using stripper make sure you cover any areas that you want protected from paint removal, with plastic. And use the appropriate safety equipment, i.e. gloves, eye protection, cover all skin possible.
Pressure washer will get all that can be gotten-get the 3000 psi one from a rental place for 30 bucks or so. While your at it you can dress up all the concrete walks around the house at the same time.
If you got most of it off, I wouldn't worry about much. It's probably being a little stubborn. Try sanding it. You could also try repainting it... maybe.
Use acetone. Apply it to the paint liberally and scrub with a wire brush.
