What is the best way to remove paint from concrete pouch without using paint thinner?

I didn't think girls carried concrete pouches anymore, much less paint them.What is the best way to remove paint from concrete pouch without using paint thinner?

You don't say if it is latex or oil but either way.. you should scrape it with a 5X one (paint tool that every painter must have and it is five tools in one)with a very sharp blade. You can then use ';goo-gone'; which is a citrus based product and wire brush it off. Or you can try 60% rubbing alcohol and wire brush or as a last resort, goof-off but it may discolor the concrete. After you have cleaned it good you can always use a waterbased stain for concrete and they come in alot of different colors to complement your decor and you can roll it on easily. But I would pressure wash first before applying a stain. Good Luck
I would try the old pressure washer. If you don't have one you can rent one at home depot or a tool equipment rental. Good luck.
